RFA Reissue: Dialectical Behavior Therapy Training

The Request for Applications (RFA) for Dialectical Behavior Therapy (DBT) Training is being reissued to include two additional, CBH-funded, eligible levels of care.

The addition of the new levels of care constitutes the only change to the RFA. There is no need for agencies to resubmit if they have already filed an application. New applications corresponding to any eligible level of care, including those recently added, must be submitted by February 28, 2012. Due to time constraints and the fact that this constitutes the third reissue of this RFA, there will be no window for questions.


What is the purpose of this RFA?

The goal of this RFA is to solicit participants for a training program to build clinical capacity in Philadelphia to provide Dialectical Behavior Therapy (DBT).

Who is eligible?

Two additional levels of care are now eligible (02/21/12):

  • Assertive Community Treatment (ACT Teams)
  • CBH-Funded Community Residential Rehabilitation Services (CRR)

  1. For a fee, can agencies apply to enroll personnel who do not meet the RFA eligibility criteria?
  2. Can a Clinical Director be included on the trainee team if they provide case consultation but do not carry a direct service caseload?
  3. Are LTSRs eligible to apply for DBT training?
  4. Can contract employees/clinicians be included in agency trainee teams?
  5. Can a single trainee team be comprised of clinicians from different levels of care? (E.g., clinicians from outpatient clinics plus clinicians from residential or CIRC programs.)
  6. Can trainee teams be comprised of clinicians from two or more different agencies that provide the same level of care?
  7. Can a program with only 3 therapists apply for enrollment in DBT Training?
  8. Where will the DBT training be held?
For a fee, can agencies apply to enroll personnel who do not meet the RFA eligibility criteria?
No. There is no flexibility to increase enrollment for this training course beyond those persons who meet all eligibility criteria and are formally selected via this RFA process.
Can a Clinical Director be included on the trainee team if they provide case consultation but do not carry a direct service caseload?
No. Per the University of Washington, all trainees must provide direct treatment and have one or more DBT recipients on their caseloads.
Are LTSRs eligible to apply for DBT training?
No. CBH-funded LTSRs are not eligible for this round of DBT training.
Can contract employees/clinicians be included in agency trainee teams?
Yes. Agencies that opt to pursue training of contract employees/clinicians should endeavor to retain the services of these personnel on a long-term basis.
Can a single trainee team be comprised of clinicians from different levels of care? (E.g., clinicians from outpatient clinics plus clinicians from residential or CIRC programs.)
No. Per the RFA, “a single team cannot be comprised of clinicians from different levels of care. (E.g., clinicians on a single team can be recruited from varied levels of outpatient treatment but they cannot be recruited from both outpatient and residential programs.)” A critical mass of DBT trained therapists within a given LOC is required to optimize the likelihood for successful implementation and sustainability. Note that agencies may submit separate applications for distinct teams corresponding to different levels of care (Maximum of two applications per agency).
Can trainee teams be comprised of clinicians from two or more different agencies that provide the same level of care?
No. The University of Washington strongly advised against permitting applications for teams comprised of clinicians from multiple agencies. This position is consistent with other DBHIDS sponsored evidence-based practice training initiatives (e.g., cognitive therapy and trauma-informed care) which require a sufficient number of trained personnel per agency to promote successful implementation and sustainability.
Can a program with only 3 therapists apply for enrollment in DBT Training?
No. When this RFA was reissued, the minimum number of trainees per team was decreased from six to four. This number cannot be further reduced in terms of eligibility for this particular training. Teams of at least four qualified clinicians are deemed necessary to ensure sufficient collaborative support among team members and to optimize implementation success and sustainability.
Where will the DBT training be held?
The tentative classroom training location is 801 Market Street (Community Behavioral Health). Agencies selected to participate in this training will be provided with specific information concerning when and where classroom sessions will be held.
