PHILADELPHIA COUNTY MENTAL HEALTH PLAN Fiscal Year 2012–2013 The Department of Behavioral Health and Intellectual disAbility Services’ (DBHIDS) 2012-2013 Mental Health Plan was developed in accordance with the 2013-2017 Guidelines issued by the Office of Mental Health and Substance Abuse Services (OMHSAS). In keeping with recent years, recovery and resilience remain central themes guiding the progressive transformation of the local behavioral health system. Previously, OMHSAS defined recovery as “a self-determined and holistic journey that people undertake to heal and grow.” This sentiment is entirely consistent with recently established DBHIDS Practice Guidelines that reinforce the need for all programs and expenditures to promote recovery and resilience.
