As a result of contract legislation enacted under Chapter 17-1400 of the Philadelphia Code on February 1, 2006, a new procedure was established for non-competitively bid contract opportunities and online disclosure requirements. Providers must register with the City’s official contracting Web site “eContract Philly” in order to apply for posted contract opportunities and submit online disclosures to include campaign contributions and use of consultants and subcontractors.
